Non-resident founders

Can a Russian-speaking founder open a UAE company as a non-resident?

How a Russian-speaking founder can open a UAE company as a non-resident: zone choice, remote steps, bank account realities and what to prepare.

By Imran Mirza, Founder & CEO, Xillion Group UAE. Born and raised in the UAE, with 18+ years of professional working experience, including nearly seven years at Barclays and ADCB and 12 years in UAE business setup. Last reviewed 1 November 2026.

Short answer

Yes, in many free zones a non-resident can own 100% of a company and apply largely online, with a visit for residence steps. The harder part is the bank account: UAE banks apply strict checks on source of funds, ownership and activity. Prepare documents first and plan the bank step early.

Xillion Group UAE is a consultancy. It is not a licensing authority, a bank, a law firm, a tax adviser or an audit firm, and approvals are decided by the relevant authority. Regulated services such as tax, audit, legal drafting, VARA licensing and immigration filings are coordinated through licensed external partners. Guide

What a non-resident founder can do

  • Choose a free zone or mainland structure that licenses your activity.
  • Apply for the licence with certified passport copies and a short business plan.
  • Open a company without a UAE residence visa, then decide later whether to apply for one.

What needs more care

StepWhy it needs care
Corporate bank accountBanks run enhanced checks on source of funds, beneficial owners and the business model. Approval is not guaranteed by any consultant.
Document attestationDocuments from abroad may need translation and attestation. Ask the authority for the exact list.
Tax residencyA UAE company does not by itself change your tax residency in another country. Take advice from a licensed tax adviser in each country.
Payments in and outInternational payment routes depend on the bank and on compliance rules that change. Confirm with the bank before you plan cash flow.
Guide

A sensible order of work

  1. Define the activity and who will own the company.
  2. Check the source of funds paper trail you can show a bank.
  3. Pick the zone using our comparison guide and the cost worksheet.
  4. Apply for the licence, then start the bank file straight away.
