Saudi Arabia: MISA

Saudi MISA Registration
What It Costs, How It Works and What to Prepare

Under the updated Saudi Investment Law, a foreign investor registers with the Ministry of Investment (MISA) before investing, and the law does not mention a foreign investment licence. People still say "MISA licence", so this page covers both. We could not find a published MISA fee, so cost is quote on request.

By Imran Mirza, Founder & CEO, Xillion Group UAE. Born and raised in the UAE, with 18+ years of professional working experience, including nearly seven years at Barclays and ADCB and 12 years in UAE business setup. Last reviewed 29 October 2026.

Short answer

The updated Investment Law, Article 7, says a foreign investor must register with the Ministry before investing. MISA's own FAQ, updated 24 June 2026, says review takes up to 10 days, and a foreign company needs its commercial registration and last year's financial statements certified by a Saudi embassy. The effective date of the new law is unconfirmed, so Saudi counsel must confirm which rules apply to you. Other authorities still issue sector licences.

Who does the work

Xillion Group UAE is a business setup consultancy. It is not a Saudi law firm or a government body and it does not decide registration. Saudi legal advice is coordinated through independent licensed external professional partners, including Saudi counsel, who are not Xillion employees. MISA and the other Saudi authorities decide approvals.

Xillion Group UAE is a consultancy. It is not a licensing authority, a bank or a law firm, and approvals are decided by the authority. This page is general information, not legal, tax or investment advice, and nothing here is a guarantee.

Who this page is for

  • Foreign investors setting up a Saudi LLC, branch or other entity.

Steps

How it works, step by step

  1. Confirm the rule that applies. Saudi counsel confirms whether the updated Investment Law is in force for your case. The text says it takes effect 180 days after publication in the Gazette, and the publication date is not in the text we read.
  2. Choose the entity. LLC, branch or other form, with the activity and capital.
  3. Prepare the documents. Foreign company papers certified by a Saudi embassy, where required, plus the investor identity and activity details.
  4. Register with MISA. Submit through MISA eServices. MISA states a review of up to 10 days.
  5. Complete the follow-on steps. Commercial registration and other authority steps follow. Some activities need a sector licence from another authority.
  6. Update annually. The implementing regulations require an annual update of registration data.
