Wealthy families and founders are not simply leaving one country for another. They are adding a second base. Here is what the UAE actually requires: the tax residency tests, the Golden Visa absence rules and the mistakes to avoid.

Do you need to live in Dubai full time to have a real UAE base? Not necessarily, but residency, tax residency and a visa are three different things, and each has its own rules. Mixing them up is the most common and most expensive mistake I see.
The UAE has three tests for individual tax residency, and you only need to meet one. A standard residence visa can lapse if you stay outside the country too long. A Golden Visa is treated differently on absences, according to UAE government guidance, but it is not a tax document. Your home country decides separately whether it still treats you as its tax resident.
A story published today by CEOWORLD magazine makes a useful point: the wealthy are not so much moving out as spreading out, building what it calls optionality by holding residency, assets and business interests in more than one place. That fits what clients ask us every week.
The numbers behind the headlines need care. Henley & Partners' 2026 Private Wealth Migration Report moved away from counting millionaire moves and ranked countries on a Wealth Mobility Competitiveness Score out of 100. Euronews reported on 21 June 2026 that the UAE scored 85.3, Singapore 79.5 and the UK 68.3. Euronews also noted that tax specialist Dan Neidle has questioned the data, and Henley itself says the figures show broad trends rather than exact counts. Treat the scores as a signal, not a verdict.
What is clear is why people ask. Tax rules, residency regimes and inheritance planning are changing in many countries, and founders want a stable place to run a business and spend part of the year. The practical question that follows is simple: how many days, and what paperwork, make a UAE base real?
The UAE set out its individual tax residency rules in Cabinet Decision No. 85 of 2022, in force from 1 March 2023, with detail in Ministry of Finance Ministerial Decision No. 27 of 2023, as summarised by EY. You need to meet only one of the tests below.
Any day or part of a day in the UAE counts, and the days do not have to be consecutive. Days caused by genuinely exceptional events outside your control may be disregarded.
This is where people get caught. A UAE residence visa lets you live in the country. Tax residency is a separate status that the Federal Tax Authority recognises under the tests above.
For a standard residence visa, long absences matter. The common rule is that staying outside the UAE for more than six months can cause the visa to lapse unless a permit is obtained first. The Golden Visa is different: UAE government guidance, as summarised by Wego's travel blog on 28 April 2026, says Golden Visa holders are exempt from the six-month absence rule and can re-enter without a re-entry permit while the visa is valid. Dependants are reviewed case by case, and the visa still has to be renewed before it expires. All visas remain subject to authority approval, so confirm your own position with ICP or GDRFA.
The reverse also holds: holding a Golden Visa does not by itself make you a UAE tax resident, and you can meet a tax test without a Golden Visa.
If you need proof of UAE tax residency, for example to claim treaty benefits, you can apply to the Federal Tax Authority for a Tax Residency Certificate through its online portal. EY's summary of the guidance says you choose the test you meet and upload the matching documents. For the 90-day and 183-day tests that includes an entry and exit report from the identity authority. For the 90-day test you also need proof of income or business, or proof of a permanent home such as a title deed or a tenancy contract.
The certificate shows the UAE's view of your status. It does not end tax residency anywhere else. That is decided by the other country's law and, where one applies, a tax treaty.
The UAE does not levy personal income tax on employment income. Businesses are subject to UAE corporate tax, generally 9 percent on taxable income above AED 375,000, with qualifying free zone persons able to access a 0 percent rate on qualifying income. None of that changes your obligations at home.
Many countries tax people on residency tests, domicile, citizenship or the source of income. Some apply exit rules or keep taxing you for a period after you leave. Authorities and banks look at substance, and a base is easier to evidence when it looks like a base. Typical building blocks include:

A UAE base is built on three separate things: the right visa, the right tax residency evidence, and the facts of how you actually live and work. Get the rules right for each one, check your home country position in writing, and keep clean records from day one.
